On 29 July 2012, the Commission published a consultation on the development of a proposal for a European Union strategy for regulating data flows within the EU. The strategy should consist of actions to: (i) harmonise existing and new European data protection rules; (ii) strengthen the protection of personal data by, for example, ensuring that it is governed by higher quality laws, is transferred in a safer way and is more clearly defined; (iii) develop innovative regulatory and non-regulatory mechanisms; and (iv) facilitate the use of data by providing a more efficient and effective market, and further develop the private sector as a key partner.
The Commission will respond to the consultation by the end of September 2013. The Commission will then present an initiative on the development of the strategy for data flows in 2013.
In January 2013, the Data Protection Working Party (DPWP) gave a preliminary assessment on the data protection impact assessment (DPIA) of the proposed new health card, and argued that further consultation with all stakeholders was needed on the technical and legal issues, including the role of the national data protection authorities.
